Consumer protection laws are slow, and they were never written with digital goods in mind. Even when a campaign gets loud, publishers can just wait it out. The attention dies down, the game stays dead, and the next controversy takes over.
There is also the question of who actually owns the code, the servers, and the rights to the assets. A publisher might not even have the ability to release a playable offline version if third-party licenses for music, middleware, or online services are tangled up. That makes the "just make it playable" demand harder than it sounds.
Still, the movement is pushing for concrete steps. They want clearer rules on disclosure before purchase, and they want regulators to treat game shutdowns as a form of consumer harm. Whether that leads to actual legislation is another story. For now, the fight is mostly about raising awareness, but awareness alone has not saved a single server yet.
